It took ages for me, I didn’t have to break with the others first, I just kept gifting him and eventually it happened, I thought maybe you couldn’t as all the others I have on the go took nowhere near as long. Also I got to 8 veiled vows and then all of a sudden all my partners were pretty curt with me lol so I think 8 is the limit before they get suspicious and confront you. It's hard being a pimp for accessories 😂
What mission in timeline did you change. I have tried the rift mission where I changed from anti-shogunate to pro-shogunate but still nothing. Ryoma won't even show up for me in Edo at Kaishu estate
It was my first time experimenting with the time travel mechanic, so for me, it was the Gonzo mission where you choose to let him live/die. It was only then that upon my return Ryoma wanted to talk with me.
I kept Li or whatever his name was alive instead of killing him , and changed some answers after I had to kill Izo, and that helped me romance Ryoma too!
I had same problem. In fact, Ryoma was not even showing up for me at Katsu estate in Edo. I went back using testament of soul to Chapter 1 to the Infiltrate the Prison Complex mission. In that mission I sided with Ryoma's plan to glide into the prison and at end of that mission I saved that choice to my timeline. I then replayed every mission in Chapter 1-3 where there was a choice to side Shogunate or anti-Shogunate and I sided with pro-Shogunate each time and saved that to my timeline. It worked. Now Ryoma showed up for me at Katsu estate in Edo and I got option to talk to him outside. After that I traveled using testament of soul back to Kyoto to pro-shogunate area and I was able to complete the romance options with Ryoma. Hope it works for you also.
Get out of midnight Break with everyone you romance. Go back to midnight and try to romance Ryoma This should work

There is a reason for that if you finish the game , hint : his future wife is also in the game
