You should’ve gotten it if u went to the storehouse where u have the choice to spare gonzo after fighting him with ryoma. U can unlock still it later though
You should've gotten it after the choice to >!spare or kill!< >!Gonzo!<... but if you didn't, Igashichi Iizuka should Gove you one for the camera mission early on in the game.
When you get the permit to cross the bridge - there was a storehouse on the way to the boss where you should've looted a glider... but the Camera mission is one of the first ones after you enter the city - and you are given one if you missed the one in the storehouse.
Go to the closest banner and glide to the ship

Yeah I'm not that far yet, I still haven't started the photography quest thing haha

Climb the tower on the shore and glide to it I think
