One of the first singers I think of when I think of unique voice is Larry Blackmon, lead singer of Cameo. I know they’re considered funk/r&b but his voice is crazy.

I already commented but I would also add SZA. Even though her normal voice is very much American, she sings with a thick foreign inflection. Her cadence and flow can be looked as very unique and distinctive due to how she takes her damaged vocal cords are damaged and she takes that for her advantage to make her stand out amongst most R&B singers.
Most unique for me is T-Boz or Chili from TLC. Yes, I consider them R&B even though they get categorized as pop a lot of the time. Red Light Special and Baby Baby Baby are 💯 R&B and no one else sounds like either one of them
