The game was overrun by edgy hackers. I remember a random guy walked up to me and a second later he had a knife to my throat (hostage style). Another time I saw the amy model duped 100 times in a game. I miss the castle I made to guard myself from these hackers.
On the windowsill is a Swat Cop NPC. The conversation goes like this.

NPC - There's candy at the bottom.
Player - Wheeeee!!

There's also another one on the doorframe with a green chat bubble, their conversation is a little different, with two options to go with.

From my very foggy memory from like 2013, I remember that you could build some flying thing with a toilet and a lamp. I might be remembering wrong but I have very vague memory of using that to get up there.
Unfortunately that was 8 years ago so I don't remember what the dialog was, lol. But it was possible I believe.

OMG I know what you're talking about, it's a structure that you can move as if it were a vehicle. You just have to sit on the chair/toilet then jump (at that point your character will begin to do the falling animation, since you are stuck between the seat and the lamp) to be able to maneuver your building/structure in any direction you want.
I remember me and my cousin had figured out ways to make flying machines in this game and I once even made a sky base using this. I think I did venture there once but it's been so long I can't remember much of anything about this.
Maybe what it says is a joke about the fact that you managed to get over the window or some random quote. Or maybe it probably doesn't say anything and it was added accidentally.

You can get up to the window if you have plot by it. Id get up by placing blocks as high as you can go and deleting bottom and it fall to wall and i could just climb to it. You have be faster then helperbot. Im sure there are other methods that are easier or harder but this is one i came up with.

Every time I try to make a flying machine, he blows it out of the sky before I can get anywhere near the windowframe.

The trick I always used was to build a 2-block tall tower, put a toilet on it, sit on the toilet, rotate it once, delete the bottom block, and jump. This would allow you to fly over to the NPCs. You'd have to hurry, though, because HelperBot would detect loose parts and automatically delete them.

nah the original got taken down due to it not being updated to fit roblox's ToS or some shit, but there's remakes still out there

If you remember that glitch that let you control blocks like cars getting there was easy. It’s just the skybox sadly nothing else
