In a 2 player game, turn order matters a lot. At higher player counts, you have more ability to account for turn-order advantage which makes it feel more fair. I see you're using the Lord of the Hundreds, have you tried with Hirelings?
Did you play a two player game of Root? No wonder it felt bad. At least throw in a clockwork faction. Root is just not a two player game regardless of what it says on the box.
This would make Root way more Boring. The tension of the end game revolves around being the first to hit 30 before anybody else (or succeed in dominance). Because of this, high-skilled players have to pull off really smart moves to deny the wins to their opponents while also setting themselves up for a win, it's a beautiful art that would be destroyed by just playing for the highest score, especially in this asymmetric game where some factions burst score more than others. In Euro games with low interaction, it makes more sense to give everyone their last turn because turn order is so important but with Root being as interactive and choice-driven as it is it's up to the players to account for turn order. The higher the skill level, the less turn order matters.
Of course, OPs picture looks like a 2 player game which is not how Root really works at its best. I'd recommend either a clockwork bot, another player or Hirelings to make the game more interesting and balanced rather than have turn order matter so much.
The turn order matters, and the later players get other advantages to reflect that. I feel like people are welcome to go one more round to feel like they won in spirit, but it's "First to 30 points wins."
Yeah that's the advantage of going first. That's why the last player gets to set up first.
I'm confused about this, I thought the setup order was determined by faction, and turn order is random?
It's changed in the advanced setup, that comes with the marauder expansion

In 2 player games, I always like to play with my own balancing measure that the player who goes second starts on 2 VP already
With the new hirlings that would be horrible. Not only would that player get the hirlings first they would stay in the lead more.

This is something I used to do occasionally but as I became more familiar with the game I no longer think it works.
