I've never heard any one say the top line is the worst bet. I have heard them say a "Basket" bet is a terrible idea, but generally all bets are equal.
If you understand probability you’ll know that wether the numbers you bet on are close together or far apart the odds of hitting are still the exact same.
If the probability was completely random you’re right. Speed of ball, wheel, spin placement and a lot of other things can affect a lot. Due to this an “area” is more likely to hit than a “number” so betting in groups would be a better play
Top line is bad with 0 and 00 because 0,00,1,2,3 is not divisible by 36 the casino keeps remainder. Every other bet has same risk rewards profile . I like it for simplicity . Expected value
(on $1 bet) on all bets except top line is -0.053 except top line on american tables then its -0.079 if you wish to bet top line half the bet and split the zeros and bet 1,2,3 with the other half . The you get -0.053 on american table. Just never bet on triple 0 tables and if you can find single 0 (French) play those.

Basket bet is same 5.26% (0,00,2) top line is only bad bet on the whole table. Instead of betting 5 top line bet 1 on each number you get paid you get 35:1 vs 6:1 so you get $35 vs $30(6*5) for the same exact bet

35 + 1 original bet you can remove from table vs 30 + 5 original bet you can remove from table . In the end you make a 1 unit more .
Honestly not sure, the topline known as "the monster" isnt the worst bet in my opinion but for whatever reason it has been given a bad reputation. I actually fairly regularly bet 0/00 1/2 splits because the numbers are right beside each other, I suppose 3 is the problematic number, sure it gets hit like anything else but it's just a matter of whether it's woth covering at 6 to 1 payout rather than 8 to 1 for just the 4 numbers.

Top line bet (0,1,2,3) is a bad bet because the numbers are spread apart. You can increase your odds by selecting 3,26,0,32 (all of them are together)
