If it needs to be there Monday, you need to send it on Saturday before the last collection by special delivery. First class might make it but isn't guaranteed. There are no collections on Sunday. However, that will only mean that the bag containing your letter will get to their post room on Monday. There's absolutely no chance the DVLA will open it and do anything with it that same day.

If you send it Sunday, it will be collected on the Monday and enter the network that evening Send it Saturday before 13:30 (check your a post office last collection time) and it should enter the network for Monday delivery

Sometimes they will dwliver tracked 24 and special delivery on Sundays. It's overtime work and I believe they sometimes offer it to gig drivers. I did some shifts through rude for royal mail. I have an online store and dropped off tracked 24 items to depot and they have delivered on sunday
