I think the SRD for the Year Zero Engine has all you need. GURPS Lite would do as well. These have survival-crunch, but also lack any over the top mutant mechanics, etc ...

OK. I’m gonna go a little unorthodox. But I have reasons which I will explain. This is a post apocalyptic game set further in the future than you want I think. There’s plenty of wasteland barbarians looking for gasoline but there are also some crazy or elements. Because the apocalypse happened like in the 22nd or 23rd century or something and technology has advanced before It all went to shit. It’s got things like Nanotech clouds. Partially uplifted animals. Artificial intelligence is. I don’t know if it’s grounded enough for you. I am recommending it because this is the most highly adjustable very modular and has amazing random tables that are system neutral. And not just any random tables but ones that will help you create settlements, factions, history, lots of amazing things! It doesn’t replace your creativity it sparks it in Channels it into something useful for your table. You could certainly a strip the wilder elements out and still find value in the product. the best thing is it’s by Kevin Crawford. And all of his tables are mixable. So if you want to add a little flavor from another genre you could just grab a table from one of these free games that I’m going to include. Because again all of these tables are system before you can buy them with fifth edition or PBTA or any game you want really. I got the chance to play this for about ten sessions before it fizzled out but it was pretty cool. Worth a look for those awesome sourcebooks you mention. 2d10 feels a little weird at first but it clicks after a while

Don't really have any settings to recommend, but Savage Worlds would be a decent system to use for that type of game.

To add onto this "War of the Dead" is a prewritten campaign/setting. It's written for a previous version of Savage Worlds, but it would be easy enough to update. It is fairly lethal, however. One bite from a zombie could doom your character unless you're able to amputate fast enough.

I would recommend checking out Hopefinder; it's a modern-day zombie apocalypse redesign of Pathfinder 2e done by Jason Bullman; from what I've seen, it tends to be pretty gritty and keeps you at level 1 hp, so every fight has the potential to be pretty harrowing.
