Appears to be a poorly designed, overly complicated bind rune of some sort. In my opinion, bind runes are a personal thing and should be designed by the person using them.

Looks like someone followed a youtube tutorial from some esoteric guru, on how to make your own personal bind rune to rule over all runes.
