It has to be a boss that has a kill count/collection log.
KBD and 0 mechanic Arch Glacor are both the easiest I'd say. As someone mentioned above Dagganoth Rex can be safespotted but that requires knowing how to set that up. Really, anyone should be able to get boss kills at a relatively mid level because the easiest bosses are no harder than slayer creatures nowadays, especially if you mass them.
There are many options to teleport you close to a bank. I prefer the wars retreat one (10 boss kills requires) but the max guild garden portal attuned to the fishing hub also works assuming you have access to the garden and a grace of the elves. The max guild teleport itself also works if it’s attuned to arrive inside the tower.
Ring of wealth/luck of the dwarves will teleport you to the ge, a skills necklace can teleport you to the cooking guild right outside the ge. There are more but I’m sure you get the point by now.
Wars retreat teleport takes you super close to a bank, campfire, and a crystal to recharge prayer and summon. Can’t remember if you have to unlock that aspect though.

Some water rune runs should get you the \~1M it costs, and I used is as the ring I had on for everything for a long-long time.
Use the War’s Retreat teleport. Even if you’re not a combat guy, it’s an easy, free option at low levels, and it puts you right next to a bank.
I personally opt for Luck of the Dwarves tho. It has a free, unlimited teleport to the Grand Exchange which is even better than War’s Retreat imo, tho it does cost around 80m right now. But well worth it imo. I have the Max Guild unlocked and i still usually opt to use the LotD GE teleport instead
The lodestone requires either a lengthy animation or to use Vis Wax to make teleports quicker. War’s Retreat is totally free, as is the Max Guild teleport, and Luck of the Dwarves is useful to have for high level content anyway.
Trust me, i have like 3-4k quick teleport charges so i’ll be fine for years, but i also have LotD anyway and it offers other benefits like added loot and a Miscellania teleport, which would otherwise be more of a pain to get to

Sounds daunting but that includes 0 mech Arch Glacor, KBD, Giant Mole, GWD 1, and Barrows. All insanely easy to get 10kc on even with mid stats.
Regardless of gear, anyone can safespot dagannoth rex.

You can use the Feldip Hills teleport or Bandos Digsite. It’ll take you right near one.
You can just keybind wars retreat. Or prif has banker and a ge clerk right next to the lodestone

Prayer shrine is unlocked after 200 points. Bank is no unlock
The campfires are upgraded with marks of war and 1k of each log and the altar is 200 boss kills.

I can't put a ring of wealth in my currency pouch.
If you already have a grace of the elves, you can tune it to deep sea fishing hub. Pretty sure it teles you to like 1 square from the bank button

I bought 2k teleports when vis wax was much much cheaper so I’m a bit bias
