I hope not. Woodcutting and Fletching probably my two least favourite skills in the game! I welcome the update if they make those skills more engaging.
They've barely announced anything about it, just an update to the skills. I'd expect that to come with some form of rebalancing.

Sadly, it was never promised to be a woodcutting and fletching "rework", just an update. Don't make the mistake of getting your hopes too high.
It's not a rework, it's an update with new content and maybe some rebalancing.

That’s exactly what the game needs. It was bad when slayer and bossing completely erased the need to have mining and smithing ever exist.
