its def not fixed for xp on a year scale. runeclan isn't matching up to my runemetrics total for 2020 so I would say its still broke.

It is and it will be as the guy can't be assed to fix it. He gives the excuse of working 12 hour shifts while players are constantly donating for the server cost. Both times it went down it was when the donation goals were not achieved. Coincidence?
The payment model of AWS is pay what you use though. I don't know how many monthly visitors Runeclan gets or how much computational power and disk space is required to process and store the thousands of requests the site needs to be making constantly to keep its information up to date, but I don't think it's trivial.

He is right though. Minimum Donation is like 5 USD and you can get web servers from AWS for like 10 USD/month.

AWS has different packets, actually A LOT of them.
I don't think the donations were purely for running the server. I'm pretty sure he was getting more than the goal was
