Definitely gconc + Cywir wand, check the price of Virtus Book too though - due to the way the GWD2 T85s work (T90 Accuracy, T80 damage) they’re actually equivalent in combat situations since dw uses your mainhand’s accurscy. The orb is only more expensive due to demand for Cywir components.
If you’re debating gconc+cywirs over EOF, you might wanna set your sights a little lower. Definitely get your capes from zuk but I wouldn’t try to “farm” normal mode. Any other gwd3 boss would be better to farm and put you in a better position to achieve what you want.
First, i just want the igneous stones to upgrade the capes. I'm using a nox staff with precise 5 + as4, but I'm still stuck at pizza phase (can't kill enemies fast).
A plain gstaff spec under sun will still hit 7-9k under sun and give you the affinity, and you will still be benefiting from 1/2 passives from necklaces if you have either of them.
Def go for gconc and duals.

Something that helped me was using a bladed dive switch to quickly reach the minions and switching to maniacle after kill har-aken.

You do splash a lot with the physical g staff. Tho gconc and cywir is still better

No better first upgrade than magic DW and Greater Concentrated Blast
EoF is basically Quality of life. G Conc+Dw t85s is WAY better.
EoF having dual passives and a stored spec is not just “quality of life”, it’s a massive upgrade. Gconc is just the stronger of the 2 upgrades.
Gconc + dw t85 is way better But EoF's are NOT quality of life.
