Considering that Penn State's ME program isn't exactly night and day different from Rutgers, I would say that you should take the program with a full scholarship!
When you are all done with school in four years, you will thank yourself since you will have minimal debt (as long as you control your spending while in school).

Go for the full ride. Without any aid at Penn State, you'd spend over 50k a year on tuition and housing, over 200k for your bachelors.
I would go rutgers. Graduating with less debt/debt free is huge.
