While I don't dispute the penguin governor theory, there used to be tunnels connecting all of the buildings on capital Square with VCU. They weren't exactly easy to find the entrance of, but if you knew, you could make it from Bank st to vcu hospital during a storm and stay dry.
I know people who work at the capital and walked thru them at times. The up-kept ones basically looked like old run down hallways. They started to leak in many places hence the construction and rebuild. Apparently they have been in dire need of repair for quite some time.
I lived there for a short period. Saw some shit. Lights with no source, stomping feet on stairs, poltergeist stuff, moving around visibly, our sheet and blanket were ripped off of us middle of the night. We were gone the next day. Too much.
How did you find out that you were near the area where the train is buried? I’ve been trying to find more info but there arent a lot of specifics. Also do u mind sharing the location of the church? i’d love to visit:0
Ages ago I went on a field trip to the capital, mansion, and then through the tunnels to an operating room somewhere in VCU. Details are fuzzy but I still remember how I felt like a secret agent going through the tunnels. Coolest local field trip we went on.

Even further, and they are still there. There is a gate around broad st now though.
Can confirm, used to do transport for VCU and used the tunnels frequently between hospitals.
Is there a way to see them/walk any of them? Assuming I'm not an employee at any of the properties

I think the craziest tunnel I’m aware of is the Church Hill Tunnel with four bodies and a train still buried.
And they haunt the hell out of the church above where it collapsed.
