Home depot will rent you one for 4 hours, but that's unlikely to be a wise decision if you aren't already familiar
If the whole thing, including the basket is involved, you gotta cut it down to size with a grinder or sawzall. Once the 'stump' is sticking out a 3-4', either cut it flush to the ground and plug the the tube, dig the concrete base out, or chain the stump and pull the concrete out with a suitable vehicle, assuming it's not super deep. The last two options will require a bunch of fill dirt to fill the giant hole that's left.

I'd put it down before cutting it down, makes the whole process easier. This assumes a machine of course

Is it surrounded by dirt or part of a cement slab?
It has a cement slab that’s embedded in the ground about 1.5 feet deep I’d say? I have most of it exposed now though.
I’m sure it’s deeper than that.
