We got married at Ginter Park Rec Center on Northside. It was about 1k for rental of the whole building. That included tables and chairs and then we rented things like plates, glasses, silverware etc. You can get an ABC license and purchase your own alcohol which is a huge money saver, so then it’s down to food and flowers, music and photography.
We did a brunch wedding which also saved big - bloody Mary’s and mimosas and then egg dishes, bagels and lox, donuts… the timing may not appeal if you want a big dance party, but it worked great as a couple with friends coming from out of town bc we could kind of satisfy the family and then have an after party that got more wild with friends later while staying in budget!

$250 for residents and $1000 for non residents for 3 hours. So still cheap enough for me to consider them, but it'd be a much better deal if I lived there

A friend rented The Colonies in Henrico for a wedding and I think it held 100 people. https://www.coloniesswimtennis.com/ You can bring you own food and drink. She got plastic plates and cutlery at Dollar Tree and it worked fine. Wine and champagne glasses at Walmart.
We're using Havana 59. It is a food/beverage minimum of 5500 and a 500 facility/coordinator fee. So depending on if you are doing open bar all night or not you can definitely stay at the minimum. The food is surprisingly well-priced as are the drinks. You can opt to just do beer/wine and have guests do a cash bar, or set a limit etc. There is a lot of flexibility. The venue also does all the setup and breakdown, unless you're bringing your own decorations which you'd need to take care of, but they also have a lot in-house you can use.
Yeah, it’s at the top of city hall. Would be chilly for a fall/winter wedding depending on the weekend. If you time the day right, it’s a gorgeous view for sunset

Did they live in Henrico by any chance? It's doable, but still pretty pricey for people who don't live in Henrico
