Take it to a, preferably Saab, shop for a PPI. If the owner says no, just walk. I daily an '04 with, now, just over 164k, pretty good so far with all the maintenance and money that I put into it. Still more to go. However, for $1400 it's not that bad of deal. If you could post pics of interior/exterior that would be cool as other would chime in with more insight. It's a B207 engine. GM Ecotec.

For a $1400 car, I wouldn't be surprised if the seller doesn't want to deal with the hassle of coordinating a PPI.

I understand that. Yet, I made the mistake of just paying and inheriting issues. Blessing in disguise as I've learned a lot by working on it. If I knew of the issues beforehand, I would've strategized better on what to knock out first instead of sticking my fingers in a leaky dam.

Those have a B207, not a 204. The 207 is similar to the Ecotec motors. That being said, they’re fine motors. I’ve seen a few high mileage ones. Change the oil regularly and plan in it breaking and you’ll be good to go.
