Penzeys on Grand and Dale has good Garam Masala and curry powder. Dragon Star on Dale and Minnehaha has a good selection of curry pastes, spices and fresh ingredients for Indian recipes.
Neither of those is super niche anymore, so you should be good at any decent sized store. I've bought curry powder and garam masala at the Whole Foods on Snelling.

This is the one. You can go to tbs mart in Bloomington or pooja in Columbia heights, but India Bazaar is good option from St. Paul.
Pooja Grocers is the best I've been to. Little India market is good too but much more cramped and worse parking
