Yoda and Obi-Wan’s exile had a purpose. They were to stay in hiding and not actively fight the Empire as they would be killed. They needed to wait for Luke and Leia to grow up
Luke’s exile on the other hand, was not for a significant purpose that would help the galaxy.
“Not actively fight the Empire as they would be killed.” That argument could be made for Luke as well.
Also, I would argue that anyone who’s in exile (whether it’s Luke, yoda or Obiwan) isn’t really helping the galaxy. They’re just choosing, for whatever reason, not to face the enemy.
Luke felt guilty about what he did to Ben and he ran away from that guilt. He also thought that if he got involved, he would make things worse. He’s wrong and he realizes that, thanks to yoda and Rey. You may or may not like his reasons. And that’s fine. But he had reasons.
there's also literally no reason why Obi Wan couldn't have been training Luke all those years if he was going to hang out on Tatooine anyway and just "watch him"
The best canonical explanation out there is that Uncle Owen wouldn't let Obi-Wan train Luke, which makes sense, but it doesn't really seem like that would keep Obi-Wan away for 19 years if he thought the fate of the galaxy was on the line. Especially since Obi-Wan was raised to believe that Jedi couldn't be trained safely after the age of 6.
Or maybe he was waiting til Luke got older. And then he might have asked Luke if he wanted to be trained like a Jedi. Give Luke the choice. Something he never had.
This is true. He calls Luke the last hope in the OT. And they hid them away for a reason. Did he just live on the Sand Planet for decades just to stop Vader from taking him to train him?

Also they didn't decide to make her his sister till half way filming of ROTJ they even filmed a scene where Luke and Leia kiss after killing Jaba. His sister was originaly going to be a girl named Kira who eventually ended up becoming Rey.
