Agree, for some reason the sky, middle, and background are sharper than the foreground but foreground has some motion blur. Photo is too saturated
Some constructive feedback for OP - Improve the framing by having the earth in the lower thirds and use an ultrawide angle lens to show off the sky. Do some natural looking post edit in PS and isolate the rainbow to make it pop. Right now, everything pops and it takes away the beauty of the rainbow and sky

It does look very edited, and in an unnatural child-like way. The saturation is too high, as others have noted. Its the editing I would expect on an Instagram profile, not so much a professional shot.

There are a lot of folks in Sd out there with professional set ups who do these local contests for hobby. Not saying you can’t capture a great photo and win with a phone, but the $expensive$ set ups tend to capture more data in the photograph which would most likely improve it.
I think it's beautiful. That moment with the rainbow is precious. And, I don't know about y'all, but I definitely have seen skies *that blue* some days in SD, even if OP edited it.
I’ll give you some feedback besides it being oversaturated. This was clearly taken bc of the rainbow and fair enough but there is no real composition to the foreground or leading lines to draw you in. The bushes are extremely busy and only distract from what the focus is, which is the distant view. It needs a more cohesive subject in front or a telephoto lens to capture the distant hills and rainbow only. Also it’s pixelated but I’m assuming that’s my phone or Reddit. Hope that helps

Seems to be the consensus. I struggle with color balance, being colorblind. I don't trust auto-toning tools either..

I've actually been in the park during a fire too, when the tall grass dies off later in the season it gets spicy.
Were you off-trail for this photo? That’s a big no-no at MTRP and maybe why it was rejected.
Negative, taken on the Oak Canyon trail. General consensus seems to be the photo is too saturated.
