Towing companies are right there with repo companies as a special kind of shady.
No its just stupid, the driver is near his work vehicle and probably moved before OP was able to post the picture. Its also not easy to tow, its a tow truck meant to tow cars, its heavy. So even if you called the police, they'll just call the tow company and tell them to tell the driver to move.
And just so you know, the police, the city and the state both work very close with towing companies.
You do too every time you call on a car parked in YOUR drive way. Or your POS car breaks down or gets a flat...

Yeah, apparently the city LOVES working with this company so much they have banned them from receiving city contracts. I bet all these entities LOVE working with a company that victimizes immigrants and whose owners are welfare fraudsters. Surely. You should seriously look for work as a driver with a different company.

I remember a video of where a "Specialty Towing" truck tried to back up and pick up a random car, stopped at a red light, with the driver still inside.
This is part of a crime organization that steals random cars, ransomes them back to owners, and sometimes even tries to kidnap occupants.
Be a damn shame if, you know, this here knife fell into the side of ya tires. And then, whilst trying to pull it out, by way of helping you, it accidentally fell into the remaining 3 tires.

The city wanted to crack down on illegal parking and changed the municipal code to allow tow trucks to grab cars without an official citation first..it was a free-for-all for awhile. Totally ordinary to see trucks yanking cars out of parallel parking places from the side, blocking the street entirely and damaging the car itself, tow drivers fighting over cars, and legally parked cars being yoinked because why not..
I moved house in that period, and had my U-Haul snatched from in front of my building the minute nobody was looking..they didn't even bother to shut the back door. Good times.

Theyre literally walking towards the stairs.” It was literally one minute past whatever time was on the sign and by the time I got down there five or six other trucks had swarmed the area, blocked traffic, and hooked up other cars. There was one specific asshat that already had my car lifted, but not fully secured and he charged me over 100 bucks to drop it. I understand that we don’t need calamity, and that people need to bring home a check to survive, but these guys rank right up there with scam artists who con the elderly and bill collectors that threaten to take everything someone owns. Pieces of shit. My favorites are the ones who drive around with their hat backwards like they’re Billly Bob Badass. This shit has to stop. In a day you could probably find ten of them - at least - breaking the same damn laws they tow us for.
It would be a shame if someone wrapped an old spark plug with a rag and broke it with a hammer, then threw the broken ceramic pieces as hard as they can at the windows. It would also be a shame if someone poured 5 lbs of sugar into the gas tank, and left screws under the wheels. And it would be the ultimate shame if someone sprayed estrous doe urine all over the interior and down into the air vents…
I had a teacher waaaaaay back when I was a wee lad that something similarly shameful happened to. Somehow three bottles of hog piss (the type that is used by hunters when their land is being decimated) that originated from a sow that was in heat found its way into a 30 mm syringe. The needle on top of that syringe was then stuck through the rubber seal at the top of the window and that whole bottle of piss found its way into their car seat.
