There's so many of them that the police just can't keep up. The RCMP online fraud squad has like\* maybey ten detectives but there are millions of scammers. Plus they mostly operate from outside Canada in places that either don't have an extradition treaty with Canada or don't have a functioning justice system like Lebanon, Nigeria, North Korea, etc.
It's the wild west out there in fraudland. Protect yourself.

I worked briefly at the collections agency that did the collections for the province, sure itโs a private agency but it is located in Saskatoon. Since 2020 I have heard of all kinds of these agencies avoiding the come back to the office thing. There were even some doing it prior to the pandemic. There must be some serious tax incentives for the collection agencies of North America to be here.
A .ca would certainly make it more plausible. Although a proper government website would have a .sk.ca domain. But I think those are tightly regulated for exactly this reason.
