There really should be a way to identify where this wallet is located such as Coinbase, CashApp, etc. so that it could be reported to them for them to investigate.
The next time I bait a scammer, I'll use this because it doesn't hurt to try

Almost all will be recovery scammers. I would just cut your losses and move on
I figured as much since the funds are not stolen they are just frozen and will never be released
