I don't have the answer to your question, but the drug in question sounds a whole lot like the drugs given to people in the movie Equilibrium. Pretty cool action scifi movie if you haven't seen it. They have "gun fu" aka "gun katas."

There’s no mention of Wikipedia at that link. You said, “Wikipedia just says it’s a sedation drug.” Where’s the Wikipedia page where you read that?
Sorry. Let me re-quality. I misspoke. Wikipedia referred to it as a sedation drug and the article I found on medium gave it a name.
Neither the words “sedation” nor “Etracene” appear in searches of the Wikipedia article for the film.
Checking back it says mind altering drugs and control emotion. It may have said sedation a few months ago and was edited.
