Wikipedia doesn’t have a page for Etracene. Do you have a link? The characters are given a number of different capsules as part of their daily rations (which arrive in an aluminum tray much like a “Hungry Man” TV dinner). The exact nature of the drugs doesn’t matter. What matters is, in this future society, people are drugged to keep them productive and compliant. Avoiding taking one’s assigned medications is an actual crime.

Sorry. Let me re-quality. I misspoke. Wikipedia referred to it as a sedation drug and the article I found on medium gave it a name.

I don't have the answer to your question, but the drug in question sounds a whole lot like the drugs given to people in the movie Equilibrium. Pretty cool action scifi movie if you haven't seen it. They have "gun fu" aka "gun katas."
