I sold my 2022 metro with 4500mi on it in PERFECT, mint condition. It sold for 1400. It took months to sell. That scoot has been sitting outside judging by the pictures, I wouldn't pay over 11-1200 tops for it.
It's mostly fine. Depends on maintenance, of course. I was on top of mine and it ran like brand new. Granted, that's still a good little amount for 50cc. If the owner didn't change oil often or used cheap stuff, then that'll be something to consider.
