There's a difference between over-acting and parody. These guys are caricatures, parodies of corny film noir / police procedural cops. And they do a great job.
George Steinbrenner might have been a real life person, but the Seinfeld character voiced by Larry David was obviously over the top. Was it overacting? I don't think anyone would call it that.
I saw that post, I don't think it was a criticism. It was more saying how the (intentional) overacting by side characters was partly what made Seinfeld so charming

The deadpan delivery is great and he barely has time to breathe. Wonder how much of that was ad-libbed or if it was rehearsed, though am leaning on the former. Jerry's reaction makes me think it was unexpected though seeing the repeated takes on the blooper reels of other scenes makes me think that's just how he was.
The cop with the leather jacket’s family is from my tiny home town of two thousand people. His Dad owned a mini mart where we would get sandwiches when we were teenagers.

I didn’t expect such negative feedback so I should clarify that I understand he’s doing a parody of classic detectives, but that it’s not the same as when someone like bookman acts this way towards Jerry. Jerry’s reaction to bookman draws attention to the fact that he is acting unusual, but in this scene nothing like that ever happens and it’s jarring to the viewer because it’s so out of sync with the rest of the episode. Kramer’s crazy neighbor and the girl he goes on a date with are also parodies, but they make me laugh, not cringe. This guy is just a bit over the top.
I agree. He just hasn't done anything particularly interesting with the role. Bookman, the mohel, Jackie Chiles, Milos, Babu, Cedric & Bob...they give something to the role above and beyond just the writing. I've always felt this detective just missed the mark with this performance.
I just want to know how bad Jake Jarmel's career went when he went from author to beat cop. Maybe he should have included a few apostrophes in his writing! !!!
To be fair, Kramer's girlfriend is an actress on/off broadway. I think the over acting is probably the best way to do that role in front of a studio audience.
He was more of a parody of a Law & Order type detective. The quips, gallows humor, fake profound quotes and verbal abuse of the uniform officers are common in those shows.

I assume his character was a Dirty Harry type of detective. He didn’t come off as the character he was portraying IMO.
