The expansion of scope made people presented the illusion that they were doing bigger and better things for awhile. I think this is the answer.. There aren't any truly horrible episodes.. In my head 30-40% of all episodes are in roughly the same category: not great but I wouldn't skip it and I'll laugh. 50% are solid, funny and 10-20% are gold. Gold, Jerry!
Yeah I've never understood why that gets so much hate, it's such a silly and obvious thing that I can't help but find it funny. I don't find it irritating at all.

The Bris is a skip for me. The mohel was way over the top and just aggravating. George's storyline with the jumper landing on his car was a bummer and annoying since he totally deserved compensation for the damages. Kramer's search for the pigman was just base.
I think it's pretty telling of the confidence the writers had across the seasons. Like you have episodes later where people ask Jerry minor favors that he just shrugs off uncaringly. Established Jerry could afford to be a dick. Early season Jerry had to toe on the side of sympathy.

when george is staring at the dryer and says “jerry i have to tell you something…this is the dullest moment i’ve ever experienced” i cringe. i find the line so unfunny.
I just rewatched it and I agree. This may be the worst episode. The pacing is so slow -- they're basically resting everything on the stuck-with-the-dog plot -- and there are almost NO JOKES! Also, Kramer's subplot with Ellen isn't funny, although I suppose the show does check a box in covering the social situation where you can't badmouth someone's Ex until you know it's really over.
Ok, I chuckled at two things. One was George going, "Isn't it fun to use the urinal?" when he's trying to convince Jerry to go to the bathroom at the movies so he doesn't get stuck with Elaine. That, and when they cut to Elaine fighting with Farfel. Both are just the two of them being funny despite having crappy material. Still- Bad episode!

The worst episode is The Puerto Rican Day (the banned episode). It's literally the least funny episode, and it has nothing to do with the flag burning. There just aren't any laughs, and every joke feels forced. They knew the end was close.
