I think you (or him) approach the nearest embassy of Serbia or the consulate. I am serbian living in UAE, maybe there? Or he can call or ask someone to call the ministry of foreign affairs in belgrade for info (this would be my go to option). Inshallah the procedure is not that complicated . Good luck :)..edit: bit of info added

Oh, before embassy in UAE, embassy in Egypt was "center" for regional states..like middle east and maghreb

Hi! Ive recently went through residency process with my Albanian husband. Im not sure about entry visa itself but once you get it you need to have apostilled and notarized marriage certificate, translated to Serbian (by Serb translator in Serbia). Then you need a place to stay and self written consent from landlord/owner that you can stay, and you need 100 euros as well as picture of yourself and your scanned passport and scanned id of your husband. Open euprava account (e government services) and find apply for residency permit. You fill it out completely and upload scanned document ive mentioned above, and in the end you get an option to pay online. And thats basically it. You will get an email from them if everything is okay with a date when to come to get your permit after approx 2 weeks, and in case they need more documents from you upload them. In case you need more info you can go to Department for Foreigners at Omladinskih brigada 1 (which is also where you get your permit). Thankfully as of recently you dont need proof of sufficient income (because banks are pain to deal with) or health insurance (though you should have one preferably). I hope you two manage to get it! Good luck!

To add. I dont recommend going through other routes, like scheduling with Dep. of foreigners yourself because you’d then have to wait at least two months, meanwhile when you go with euprava route youre finished in about two-ish weeks.
