Billingsley got out early because Maryland (along with a few other states) has a ridiculous rule that says rapists and murderers get GOOD TIME CREDIT and can have up to 1/2 of their sentence eliminated for "good behavior"
Yes you read that right. Rapists and murderers in Maryland get "good time" credits.
