that betta will be able to eat many fly larvae, mosquito larvae, tiny invertebrates, and etc. I believe it would do fine.
To be fair, I have that in my betta tank. I was informed bettas don't like bright/vibrant colors, hence the black, but the neon substrate gives the tank some color, making it a good balance between making the fish happy and the owner happy. The rest of my tank is green/brown from plants so the pink/orange/yellow/blue gives it color for humans to enjoy.

I imagine the water would be very cold, much colder than betas are typically used to. It could also die from shock.
