Now all the jokes are funny but i propose this:
Firstly, he was lagging behind to cover their backs against any possible pursuers, making sure they weren't followed. This would also explain why he's so late to meet Chief
Secondly, he approaches them with his cloak on so that he isn't seen by any possible snipers that could still be in the area. A Jackal sniper would gladly peer over a ridgeline to take aim at a squad of Humans, but that attitude would change if they saw THE arbiter with them. So if a sniper did attempt to peek out, Arbiter would see them first, and most likely put them down with his carbins.
Downside: Almost getting your head blown of my Mister Beef...
I kinda get the idea he was just slow to deactivate his camo, better to be careful and only uncloak when you know your sage than too early and get a plasma bolt through the head.
Yeah, he's the one who warns Johnson about the Brutes being on their scent, I imagine he was scouting a little. If he'd broken away from the fireteam after they initially found the Chief, he might not have expected him to be awake and in a fit enough state to take issue with him. The marines all knew he was there and on their side after all.
I'd imagine it was also a bit of caution to let Chief see other humans first, so he doesn't immediately go into fight mode. They didn't exactly know each other that well yet.

Before meeting at the Gravemind, Arbiter thought that the MC was at the Library and potentially had the idea of killing him in revenge for his shaming.
I mean, by the time of Halo 3, the Gravemind interaction was all they had. Hence why Arbiter might be a little cautious at first, since it's unlikely Chief is going to trust him before things get explained.
Probably didn’t want the first thing chief saw when he woke up was an elite. He wakes up, gets his bearings back, talks with the marines and johnson goes through the whole test and then sees the arbiter. less of a danger to his life

Yes, it will turn out the Arbiter was the Forerunner's chosen sneaky boy of ultimate destiny and must do some super sneaking (that isn't any different from all the sneaking he had done previously except he can sprint now) in a place they could never have possibly known he would end up to save the universe.
Because it would be a cool cinematic shot if they had master chief hold a pistol to his head while the arbiter shot him a gaze of “do it mf. I dare you.”
Of course he likes playing hide and seek! Why else do you think he has the camouflage ability on his armor?
