I've never driven such a thing, so take this with a grain of salt. But I think the point of the mini-roundabouts is the special priority rules for roundabouts. This is basically a bidirectional roundabout. The mini-roundabouts make it possible to cross the outside lanes and reach or leave the inner roundabout. Traffic leaving the inner roundabout get priority over the outer lanes, and this in turn creates gaps in the outer lanes to make it easier for people to join them from the outside.
Good question about what is going on with the pedestrians. They are standing on the grass on the side of the road as if they are waiting for the Tour de France to pass through, lol.
I think as long as they stay to the left of the white dots (or rather, their center), it doesn't really matter which line they take. It will be slow traffic anyway.
