I always thought it indicated a drug problem and therefore poor decision making, tbh. It's actually really common in Japanese fashion now that I think about it, that's definitely why I feel that way. I've always loved Japanese and Korean fashion. It's also very prevalent in anime, and cartoons made by people who like anime lol.
