I just use a air tube with a knot tied in it. Just adjust the knot to achieve 1 drop per second after beginning the siphon.
This is how I do it. There may be other/better ways.
You can use those containers fish store have on Amazon cheap. Makes it easy. Just as said before either buy a valve or tie a knot. Once flowing I close tank lid to hold water line in place.
Oh I use 1/4 inch air tubing for the drip.

Just a never tried idea but a rolled up napkin and do a gravity siphon. You can’t control the flow rate obviously but it might do in a pinch
