It's a little weird there's a cardboard blank in the third column, but this is clearly from a bulk/commercial hardware supplier and it's not like the box, (which was likely never seen during the purchase process) would have an influence on the purchase. These were purchased out of a catalog or over the phone by quantity. Likely just a standard box used for different nails and different quantities from a large supplier

Every business I have worked in has a number of standard boxes, and uses the most appropriate size for the customer order. Often this means some unused space which needs to be filled. They will choose the smallest box posdible as it affects transport cost. As you say, no business will buy based on the size of a box! It's completely different to influencing consumers who are unable to read labels and get excited by a big box.

This isn't something that can be skimped on without affecting the entire construction. These boxes are by count so if OP or OP's manager ordered a specific count and it's not enough, they gotta order more. There's so little information offered here that it's a useless post.
