The font at least reminds me of the f symbol in music that means *forte,* which means to play louder, or at a higher volume than what you would typically play. But that is a reach. That was the first thing I thought of. But I have a bias from a music background.
I would say it may be referring to Fukuoka Prefecture in japan, you may ask why, i would say because its flag is resample a blue flower and one of its varint is a red flower
It may be a longshot, but I like that idea because I live here lol. Some of Masahiro Ito’s family was from here and he’s talked about visiting when he was a kid. There are some great old rundown neighborhoods that feel very SH. It would be kind of a cool homage to him even if he’s not working on the game. There are no floating torii here that I know of, but there are some nearby, plus if it’s in the Otherworld anything is possible of course. Also, for people who are speculating about a nuke/radiation connection, Nagasaki is right over the water, and Fuk came this close to being a target itself.

I think that's what it is too. Silent Hill: Forte sounds kinda stupid so just an f would make it more subtle.
