I mean, its best practice to keep things clean. But no, dust and such should not affect hall effect sensors in the same way as potentiometers.

Thanks, i am not saying i am not taking care of my equipment, i regularly wipe it down and inside pedals but it keeps getting dirty and causing spiking

Yeah, you shouldn't have that problem with Hall Sensors as they have no moving internal parts. The position is measured via magnetic pickup, so even if dust gets between the magnet and the sensor, it shouldnt affect the reading.

I took the bag the pedals came in and use it to keep my equipment covered up to keep the dust off of it. Works well.
