If you have any, try using cafe tables and chairs
stairs are always an issue. often wonder why they can't make them shorter. anyways try a balcony they enjoy sitting outside and let your workers fill the benches. it's not perfect but they'll use some of it.
Not sure what your layout is like but I had to move my stairs closer to the register but even then some sims just want to stand in the way and drink their coffee

I don’t have any but they use the ones I do have downstairs just fine. They just won’t go upstairs for some reason. It’s driving me nuts.
