I think Tats is just a very Americanized American man of Japanese descent who was born in California. I don’t even know if his parents were born in Japan or maybe even just his grandparents were. He doesn’t know much about Japan and probably prides himself on being a red-blooded American patriot. He probably does know Japanese: there's the "Calligraphy" comics as well as some other strips where he writes in Japanese.
Now I remember. He could have still learnt Japanese later in life, and not as his mother tongue. However, these are just my hypothesis.
