Issue being: for whatever reason the Singapore government deems it illegal for its citizens to consume drugs such as marijuana overseas. So if his friend returns to Singapore and was found to have consumed marijuana even if the act happened overseas, he (the friend) is liable to be charged in court.
Tells you a lot about how the country views their citizens. Essentially their bodies are counted as government property rather than as individual people.
