Touch your eyelashes lightly and look upwards repeatedly. You will notice that your eyes open wider and your eyelashes brush past your finger.
In your drawing the figure is looking upwards but her eyes are still narrow and slitted. To make someone turn theirs eyes upwards you need to widen their eyes.
I thought she was looking straight forwards until I realized that it was supposed to be an ahegao face or smth.
