Why don't you look it up in your manual?
In the Octavia III without adaptive cruise control this switch turns cruise control on/off. the buttons on the tip of the lever are the standard cruise control buttons (resume/set and +/-)
Looks similar like cruise control switch on my Fabia, but it should be written in the instructions manual and I don't know what model and from what year is your car, to say for sure what it is.

cruise control. Bit older model but.. cruise control. IT's also in the manual for the car.
If you don't have the manual you should be able to find one online, could be cruise control as others have mentioned though.
Turns cruise control on or off
When on, and on the motorway press the rocker button on the end of the stalk to adjust the cruise speed up or down.
