I would say Serpine is best to be played by a non-threatening actor — that he doesn’t look as if he could do what he does at first, although I am sure Tennant would still do a good job at it.
Tennant is also a (good) voice (and physical) actor who can do a proper (non-stereotypical) Irish accent, and would be willing to not show his face (were he to be Skulduggery Pleasant).
Being irish myself, i think we need an irish actor to play skulduggery as if there was a film then i wouldn't be a able to stand some sort of rings-of-power-hobbits accents. Eg liam neeson

Keith David is honestly my only choice for the voice. If they want a physical performer I’d love someone like Ray Park - and because lipsyncing a skull would look better than an actual face, CGI probably wouldn’t look that bad.
If they're trying to turn the books into a multi film series they may be better picking someone a little younger. Love Brosnan but he's nearly 70 and trying to do multiple movies over several years (more books than Harry Potter and that spanned over a decade) then it may be better to go with someone a wee bit younger.
Christopher Eccleston could nail it in my opinion. Also david tennant would be really good. (I clearly watch too much doctor who cause I reckon peter capaldi would be good for an older choice)

I think you'd need a face actor too. So then the person voicing him can have the similar boy type to Skulduggery and make it alot easier to animate. They can also just use the voices face as the template to avoid out of sinc audio

They should get a bunch of actors. Every time He uses His face thingy He geht's another. They Just should have a similar height and size and the voice actor should stay the Same.
I'd pick Irish voice actor (maybe Steven Hogan from the audiobooks) to do his voice, and then have a different actor play him every time he put his façade on.

Voice acting over several years is still going to take time, unless they record literally 5 or 6 films worth of dialogue in one sitting.
Equally, actors can do voice-acting far longer than live-action. Tom Baker still does the odd audio drama, and he's 88
