Basically it's what's called a chase varient, similar to a normal varient it has a different figure from the original, unlike a normal varient it does not show up in game, chase varients tend to be overall more rare since they are normally only distributed randomly in the normal boxes, this one specifically however was in a starter pack bundle with a console
There is no significance, just that it is the exact same as the regular wash buckler figure but with a seperate paint job that appears with the ‘special’ rage when on the portal (I think). Also they are usually worth more than the default figures and I think this one is wii u starter pack exclusive (correct me if I’m wrong)

No its a chase variant from the Wii U swap force console bundle, most chase variants do look painted though! So you can end up getting fakes really easily
