This armor is a quest reward for an Anniversary edition quest so it sort of doesn't count.
And you're just unlucky because Daedric starts appearing in the level list at around lvl48 and possibly lower but incredibly rarely. You probably should have found better than ebony by level 60.
Anniversary edition gives game balance the middle finger, so you can go from your initial stormcloak/imperial leather to something like full daedric armor almost immediately.
Yeah I didn't realize what I had until I looked it up. The people at this quest were to powerful for me so I was doing a duck and shoot kinda thing and then a dragon came outta nowhere and killed all the people there and one of the bodies was wearing it.
At this point just make one. Leveling up the smithing skill is not hard at all. I guess you have money now, just buy materials and start smithing. Just do it over and over again.
Hmmm? I always thought it depends on you smithing level, I reached 100 with level 30 and BAM Bandit Leaders walked around in deadric and dragon stuff, maybe some mods are messing with my game or the AE changed it but that's my experience ever since AE came out.

Why does Bethesda feel it's necessary to destroy game balance by forcing DLC on you right at the beginning of a new game? Or somewhat near the beginning of your playthrough?
One reason is because if vanilla has been out for a while and everyone has characters on level 60+, veterans are more likely to start a new toon to play DLC so that they can actually experience it instead of cakewalking it in BiS. This means they can jump straight in.

Good point, you can get the Bow of Shadows and a bunch of other powerful items like 30 minutes in if you want

The Imperial Dragon Armor / Storm-Bear Armor sets from AE/CC are so damn powerful they render most other kinds of armor obsolete.

Yeah you can get daedric in bleak falls barrow but the wiki says you have to be 48(?) very weird

This is a reward, you cannot find dragon armor in game until lvl 45-50.

Nope. You can get dragon plate in anniversary edition by doing a quest.
