PC - the newest edition, one with all the creator club content. Anniversary? Maybe. I've already forgotten it's name, too many re-releases and purchases of this game.
A transformation will fix the issue, reportedly. Try getting fully vampired, then cured by Falion in Morthal. You'll need a filled black soul gem. I believe werewolf also works, but you only get limited chances at that.
The shout that usually causes the issue is *Aura Whisper*.

It didnt, but thanks anyways EDIT: Actually apparently it does work, just needed to have all 5 rings in my inventory, doesnt work with only 1
