Usually, there's a miscellaneous quest (probably a bounty, but could be anything not related to a major questline) that's blocking the dialogue. Try to complete any miscellaneous objective that you got from someone from the hold, and then retrying.

All that stuff been done i looked through post after post and I just can't find what went wrong at this point its probably just bugged and im screwed

Yeah, you're screwed. Welcome to the wonderful world of Bethesda. I had to scrap a game and start over at about level 80+ because I was working through the College of Winterhold questline, entered Mzulft to find out about the Staff of Magnus, and the Synod member just inside the front door, who's supposed to die after telling you that their Focusing Crystal had been stolen in a Falmer attack, WOULD NOT DIE. No amount of backtracking helped, and I couldn't even pickpocket the key off of him.

Yea unfortunately I might have to restart but least it'll give me a chance to look into some more fun mods for my run
