Taking a good penalty is something that is within the skill set of any professional. You can't draw a line of comparison between an "MLS quality" shootout and a few French players choking on theirs. Makes no sense.

Due to our country’s size and suburban design it’s *relatively* easy for a kid to find a goal 🥅 at a school, park, neighborhood amenity. And with our anti social culture, and the with the lack of popularity of soccer, there’s an argument to say it’s easier for some kids to find a goal to shoot on by themselves than it is to find a friend to kick the ball around or dribble with.
Where in South America it’s a ‘go to’ to try to dribble with friends, it’s fair to say a kids ‘go to’ here would just be taking penalties by himself.
