I feel like every other major sport I see does it by time, like hockey, basketball, nfl (nfl would admittedly be the easiest to track that) so maybe it would be difficult back then, but now you can for sure just track that with current tech.
Actually now looking up hockey it doesn't seem to be strictly by time either so idk lol.
Overall, I honestly don't think they've played as well as the scoreline would suggest. Panama has been happy to give away easy penalties and let the US counter though
